The decision
When marketing reports more leads and sales reports the same pipeline, the first move should be a joined view of the records. A bidding change or another landing page can wait until you know where the disagreement starts.
An ad platform responds to the conversion goal you configure. If the goal is a form fill, a lower cost per form can be a successful platform outcome and an unsuccessful business outcome at the same time.
What to check this fortnight
Take a recent, sufficiently mature cohort of paid leads. Trace it into the CRM. Which leads became accepted opportunities? Which were bad fit? Which were never worked? Which cannot be matched because the source or identity was lost?
That gives you a useful split: acquisition quality, sales handoff and measurement. Each needs a different decision. Blending them into one cost-per-lead target leaves the team arguing about the number instead of changing the work.
Agree the definition of qualified pipeline before optimizing it. Record the acceptance criteria, date basis, value, exclusions and owner. A deal created automatically by the CRM is not necessarily evidence that sales accepted an opportunity.
One workflow
Send qualified CRM events back to Google Ads. The important part is the reconciliation: eligible events, accepted uploads, held records and matching diagnostics. Importing data and changing the bidding goal are separate decisions.

One useful tool decision
Use the CRM you already have to settle the event and its identity. Add a connector when the transport requires it. The stack decision follows the measurement contract; buying another reporting tool will not resolve a disputed definition.

Download the pipeline definitions and measurement contract. Fill the blank version with marketing, sales and RevOps, then apply it to a few actual records. Put a name beside the decision that still does not agree.
